Unions, as late as 1911, included a mere one-tenth of the national
workforce. Leaders of the labour movement were fully aware that
they could not hope to achieve their objectives without the support
of the state. While conservative and liberal governments were willing
to make some concessions to the labour movement, their relative
inaction proved frustrating. Determined to find voices that better
represented their interests, workers established an independent
labour party as well as a number of more radical socialist parties.
