The basic aim of Saskatchewan’s Medical Care Insurance Plan is to provide a proper distribution of medical costs and of opportunities for medical care. All help to pay, all are eligible for benefits. It is administered by a public authority responsible through a Minister of Government to the Legislature of the  province. It respects the rights of the public and of the profession. In the tradition of the Saskatchewan Hospital Services Plan, and other public programs, it is a means whereby all of us can share, by paying in advance, costs which may fall without notice on any of us. As such, it is the first of its kind, on a provincial basis. (The First Fight for Medicare, p. 16)
