Like its predecessor, A New Perspective on the Health of Canadians (1974), Achieving Health for All: A Framework for Health Promotion was a policy document designed to develop public and professional consensus on new approaches to Canada’s health care system. By 1986, the determinants of health, as outlined in the Declaration of Alma-Ata and the World Health Organization’s slogan “Health for all by the year 2000,” were viewed by health planners as the foundation for a policy shift that would focus action and resources on citizen participation, community building, and environmental and lifestyle changes. This would enable individuals and families to protect and enhance their health.
