The first female mayor of a major Canadian city, Charlotte Whitton took the helm at Ottawa City Hall in 1951, following a high-profile career as a social worker, author and founder of the Canadian Council on Child Welfare. She served two non-consecutive terms as Mayor and later served as a city councillor. She was known for her colourful and commanding personality and her tumultuous relations with fellow politicians and city staff. She died in 1975.
